A speech delivered in government by John FitzGibbon, first Earl of Clare (1748-1802), Lord Chancellor of Ireland, who was convinced of the necessity for a legislative union between Great Britain and Ireland, but believed this development must be unaccompanied by Catholic emancipation. This belief, first made absolute in the speech within, would lead to him travelling to London in 1798 to present his views to the prime minister, William Pitt the younger.
