The first edition of a pamphlet by Liverpool merchant and sailor Henry Arthur Bright (1830-1884), addressed to Member of Parliament Samuel Charles Whitbread (1796-1879). Bright requests that attention be paid to violations of safety, assaults and abuse aboard American ships, arguing that present measures to fine captains are not only 'wretchedly insufficient', but also 'often most unjust'. Particular attention is paid to American seafaring structure, with Bright seeing immigrant sailors, overwhelmingly present in the American workforce, as more frequently exploited targets for bullying and coercion on board.
